CHILDHOOD:
Born into a family of rural intelligentsia.

Father – Volodymyr Klymovych Mashtalar, born on April 17, 1940. He worked as a veterinarian on a collective farm in the village of Verkhnyaki, Khmelnytskyi region, Starokostyantynivskyi district.

Mother – Lyudmila Stepanivna Mashtalar, worked as the head of the village library in the village of Verkhnyaki,  tarokostyantynivskyi district, for more than 40 years.

The parents had four children – three daughters and one son.

Son – Mashtalar Oleksandr Volodymyrovych. Born on December 13, 1975.

He volunteered to go to war in March 2022 and died in the battles for Ukraine in the Zaporizhia region on July 18, 2023.

EDUCATION:
In 1983, he graduated from Myrolyubnye secondary school in the Khmelnytskyi region, Starokostyantynivskyi district.

Kyiv National University of Internal Affairs of Ukraine. 2004-2009 years of study. Received a lawyer’s degree.

WORK ACTIVITY:
From 1984 to 1989, he was a turner at the forging and pressing unit plant in the city of Starokostyantyniv.

From 1990 to 1998, he was the executive director, designer of the Konvaliya Industrial Complex in the city of Starokostyantyniv. (manufacturing of sewing and knitwear.)

Since 10.01.1999 – Chairman of the Board of the Charitable Foundation “Social Protection of War Invalids of Kyiv City.” General Director of LLC “UMTK “Stolytsia” (since 27.12.2012)

DEVELOPMENT OF CIVIL SOCIETY/ PUBLIC-POLITICAL ACTIVITY:

Since 2000, she has been actively involved in community work.

From 2003 to 2009, she was the organizer and TV presenter of the All-Ukrainian Festival of Folk Art of Amateur Groups
“Your Veterans of Ukraine”, for which she received the honorary title “Honored Worker of the Social Sphere of Ukraine” from President Yushchenko.

Founder of the public movement “Ukraine, which fights.” 2011-2015

On November 30, 2016, at a meeting of the public movement “Ukraine, which fights” in the Ukrainian House in memory of the events on the Maidan on November 30, 2013 (the violent dispersal of students) – together with other women, she created the initiative group “November 30”, which later grew into the Ukrainian Women’s Movement “Mothers of the World against War and Terrorism.”

Founder and Head of the Center for Journalistic Investigations against Raids and Corruption in State and Law Enforcement Agencies.

Founder of the International Tribunal for Journalistic Investigations of War Crimes against the Independent Ukrainian State of Ukraine (established on October 7, 2024).

Founder and Head of the Center for Journalistic Investigations against Raids and Corruption in State Law Enforcement Agencies.
Founder of the program “55 Leaders Who Will Save Ukraine” and the People’s Government of National Trust.

On November 11, 2025, the NGO “Center for Journalistic Investigations” merged, the Central Council of which from May 30, 2020 to August 31, 2021 united 100 leaders, each of whom represents 10 non-profit public institutions of the GSU and created the Central Council, which elected Valentyna Elias as its head and merged with the GVS “Combat Brotherhood of Ukraine” led by Pavlo Zhebrivskyi, as a result of the merger, the People’s Government of National Trust of the GSU was formed with 22 public committees.

Valentyna headed the O. Koshits Committee for People’s Diplomacy. Pavlo Zhebrivskyi – the Committee for National Security and Defense.

AWARDS:

HOBBIES:
She writes her own poems.

She loves political and detective films.

She created a collection of clothes in the “Boho” style with her own hands

(design, sewing, crocheting and knitting for her own use.)

She conducts master classes on creating amulets – motanka dolls and handmade feminine beauties.
