Political and Professional Activity

  • April 2002 – July 2005: Member of Parliament of Ukraine (4th convocation), Deputy Chairman of the Committee on Health Care, Maternity, and Childhood. Electoral district No. 65, Zhytomyr region, self-nominated.
  • February 4 – December 19, 2005: Head of Zhytomyr Regional State Administration. Introduced the national-patriotic education project "Little Ukrainian", restored kindergartens, modernized schools, attracted over 50 million euros of foreign investment, carried out gasification of rural settlements, and initiated the construction of the Kyiv-Warsaw highway.
  • 2006: Member of Parliament of Ukraine (5th convocation) from the "Our Ukraine" bloc. First Deputy Chairman of the Committee, Head of the Subcommittee on State Debt, Borrowings, and Investment Projects of the Budget Committee. Resigned parliamentary powers on June 8, 2007.
  • November 2007 – November 2012: Member of Parliament (6th convocation) from the "Our Ukraine — People's Self-Defense" bloc. Head of the Subcommittee on State Budget Expenditures.
  • March 2009: Founded the ideological political party "Ukrainian Platform", later initiated a merger with the Ukrainian Republican Party "Sobor".
  • December 3, 2011: Elected Chairman of the Ukrainian Platform "Sobor" political party at the XVIII Congress of the Ukrainian Republican Party "Sobor".
  • August 2014: Resigned as party chairman and volunteered for the ATO zone as a senior sergeant.
  • August 2014 – January 2015: Served as a volunteer in the ATO zone as a senior sergeant with the 54th Separate Reconnaissance Battalion of Novograd-Volynskyi. Participated in battles near Debaltseve and other cities in Donetsk and Luhansk regions.
  • January 2015: Demobilized. Headed the Department of the Prosecutor General's Office of Ukraine for investigating corruption crimes by high-ranking officials. Conducted pre-trial investigations in 40 cases; 17 persons were notified of suspicion, including MPs, judges, lawyers, prosecutors, tax police officers, and state enterprise managers. Six persons were put on the wanted list.
  • June 11, 2015: Appointed Head of the Donetsk Regional Military-Civil Administration. Implemented social, economic, and cultural projects to reintegrate Donetsk region into the Ukrainian space, including the "Ukrainization of Cities" initiative and the "Unified Ukrainian Cultural Space" project.
  • Economic achievements: Attracted international investments, launched the "Ukrainian Donetsk Kurkul" project for small and medium-sized business support.
  • Social achievements: Created modern educational spaces, purchased 185 housing units for orphans, established 6 family-type homes, built 115 sports and 209 workout grounds, opened 80 innovation centers for youth, and improved healthcare infrastructure.
  • Environmental achievements: Procured 41 units of special equipment, started construction of regional landfills, opened treatment facilities, implemented Ukraine's first automated environmental monitoring system, and built new parks and squares.
  • Infrastructure: Updated entrance steles, built new bus stops, purchased 20 trolleybuses and 21 trams, repaired 153 municipal roads, 8 bridges, and acquired 41 units of municipal equipment.
  • Governance: Opened 4 updated administrative service centers, improved services in 27 ASCs, quadrupled visitor numbers, reduced service time, and opened 6 citizen safety centers.
  • Post-ATO recovery: Restored over 700 residential and social buildings, created alternative power supply systems, laid gas pipelines, and repaired key infrastructure in the region.
  • Civil society development: Decommunized 109 settlements and 1,950 streets, fully replaced toponymy in four cities, approved the concept of a Unified Ukrainian Cultural Space, implemented 26 joint projects with other regions, initiated Europe Day celebrations, and held the first officers' ball in 100 years.
  • June 11, 2018: Resigned as Head of the Donetsk Regional Military-Civil Administration.
  • June 13, 2018: Dismissed from the post by Presidential Decree.
  • June 19, 2018: Appointed as one of three auditors of the National Anti-Corruption Bureau of Ukraine (NABU). Developed proposals and draft laws for audit activities, but none were considered by the relevant institutions, making it impossible to fulfill auditor duties.
  • November 15, 2018: Resigned as NABU auditor due to the lack of legal grounds for audit activities. In his resignation, he stated: "Inaction is not my role. On November 15, 2018, I submitted my resignation as NABU auditor to the Presidential Administration of Ukraine and, from today, consider myself free from these duties. I am resuming my participation in the political process, including the fight against corruption."
