Born on July 27, 1982 in the village of Velyka Vilshanka, Vasyllov district, Kyiv region.

Education and academic degrees

• 2004 - graduated with honor from the Academy of Labor and Social Relations of the FPU.
• 2006 - defended his PhD thesis at the Institute of Legislation of the Verkhovna Rada of Ukraine in specialty 12.00.07 – administrative law and process; financial law; information law;
• 2012 - received the academic title of Associate Professor of the Department of Administrative, Financial and Economic Law of the Academy of Labor and Social Relations.
• 2021 - defended his doctoral dissertation at the National Aviation University (Kyiv) in specialty 12.00.07 – administrative law and process; financial law; information law;
• 2022 - received the academic title of Professor of the Department of Constitutional, Administrative and Financial Law.

Professional activity

• Since 2004, he has worked at the Academy of Labor, Social Relations and Tourism as a lecturer in legal disciplines.
• Held positions:
  - Deputy Head and Head of the Department of Constitutional, Administrative and Economic Law,
  - Deputy Dean of the Faculty of Law.
• Since January 2019, he has been the Dean of the Faculty of Law of the Academy of Labor, Social Relations and Tourism.
• 2006-2008 - worked in the legislative initiatives group of the Association of Ukrainian Cities.
• 2009-2011 - Associate Professor of the Department of Administrative and Financial Law of the National University of Life Resources and Environmental Sciences (part-time).
• Since 2011, he has participated in inspections of Ukrainian universities as part of the activities of the State Inspectorate of Educational Institutions of Ukraine.
• 2013-2014 - advanced training at the Ukrainian School of Lawmaking of the Institute of Legislation of the Verkhovna Rada of Ukraine.

Community activities and international programs

• 2017 - participant in the selection stage of the Academia University Program for New Leaders of Ukraine.
• Since 2017 - a member of the NGO "VILNI".
• Since 2018, he has been a co-organizer of the AKULA Legal Training Center.
• Since 2022 - member of the Union of Lawyers of Ukraine.
• From 2023 - coordinator of the GR-HOVERLA-017 USAID project ("Involvement of Municipal Law Scholars in Local Governance Legislation Gap Analysis").

Scientific activity

• Author of over 100 scientific and educational and methodological works.
• Main scientific direction: determination of public power and the legal status of local self-government bodies in Ukraine.
• Coordinator of the annual All-Ukrainian scientific and practical conference: "Reforming local government bodies in the context of European Integration".
• Organizer of the Annual All-Ukrainian Competition of Scientific Papers on the Issues of Local Self-Government.
